I have lived in Bucharest for 10 years now so I am pretty sure I can say that the capital of this beautiful nation evolved so much. The public transport is getting better and better, the Bucharest University of Architecture is making a new plan for "humanization" as for now you cannot really go for example from district 4 to district 1 on a bike and be safe too. The health care is not really that great either but its getting better. For safety, i have never been stopped by "roadmen" , nor experienced something like that. Theft can occure sometimes, but the police, as corrupt as it is, usually it does respond, and the corruption in the gov and police departaments is getting better( by that I mean that its starting to not exist anymore ). For people who want to move and live with their family, there are alot of schools, highschools, universities, and they are good too. Oh and the prices for gods sake. Try go in a European capital and find these prices. A public transport ticket is 3 lei( 0.61€ ) and its the same for STB( Societatea de Transport Bucuresti/ Bucharest Society of Transport ) and MetroRex( The metro company that runs the Bucharest metro ). The district 5 is the only thing that drags this beautiful city down as its the rundown of the city. Its like south london but not with that much crime, just drugs. If you ever arrive there, some people are nice some people are not. Some childs may carry weapons for protection and to look cool, some may attack you some may not. AND WHATEVER YOU DO, DO NOT FILM THEM OR MAKE THEM PHOTOS. If you ever looked on youtube at Bucharest you may have seen a video of 2 guys going to "Ferentari". Do not do that. Do not film them without asking.
So as a conclusion, Bucharest is a great city with alot of improvements coming.
