I personally think the HTC Vive Pro would be my choice. In my opinion, the OLED (deep black level) panels and the light weight/comfort of the Vive Pro makes for a more enjoyable experience in VR than the Valve Index's (more faded colored, god-rayed) panels/lenses and slight heavier headset. Those would be the deciding factors for me with these headsets (I own both of them). The Valve Index is better looking (headset design), has a better audio solution, wider field of view (FOV) (which I don't really pay that much attention too while in VR, honestly) has a better microphone and better controllers...however the Vive has a decent interesting design, acceptable FOV, good headset speakers, crappy microphone(i don't hear the microphone so it doesn't really bother me, however still worth mentioning.) and the controllers for the Valve index can natively be used for the Vive pro. With all that pointed out, the impressive colors of the Vive Pro steps out ahead in my opinion.

Strap is amazingly balancing weights and so comfortable.
Screen is OLED which makes VR looks great, also 90Hz is awesome.
SteamVR is good app(compared to crappy Pitool and barely working Oculus Link with Quest).
Tracking is flawless, literally.
